MINUTES OF REGULAR MEETING

OF BOARD OF TRUSTEES

HOLIDAY SHORES SANITARY DISTRICT

Monday, September 12, 2016

 

The Board of Trustees of the Holiday Shores Sanitary District met on the above date in regular session pursuant to laws and rules of said Board of Trustees and in accordance with the terms of the notice of regular meeting.

Jeff Sedlacek, President called the meeting to order. Trustees, Richard Hayes and Dennis Van Sandt were present.  Also present were Carla Lankster, District Clerk, and Kevin Dulle and Ken Dulle of Du-Con.

OPEN FORUM

Mr. Glenn Dalton did not arrive yet, wanting to discuss the residents on St. James Drive that receive water and sewer from the Sanitary District, but are not in the Holiday Shores Boundaries.

 

A resident came in the office recently asking if it would be OK to have the early bird school bus for the Holiday Shores students pick them up in the HSSD parking lot, instead of the parents driving all the way to Midway at 5:30 AM every day. The Trustees have no problem with this.  Mr. Hayes made a motion to allow the school bus to pick up students in the HSSD parking lot daily, at 5:30 AM.  Mr. Van Sandt seconded the motion and all Trustees voted “Aye”.

 

APPROVAL OF MINUTES

The minutes of August 8, 2016 regular meeting were submitted for approval. Mr. Hayes made a motion to approve the minutes for the August 8, 2016 regular meeting.  Mr. Van Sandt seconded the motion and all Trustees voted “Aye”.

FINANCIAL

The Summary of Accounts was reviewed for the month of August, 2016. No motion necessary.

DISBURSEMENTS

After reviewing the disbursements for the month of August, 2016, Mr. Van Sandt made a motion to approve the August 2016 disbursements. Mr. Hayes seconded the motion and all Trustees voted “Aye”.

Du-Con submitted Invoice No. 9-5, dated September 2, 2016, for the month of August, 2016 for managing and operating water and wastewater treatment. Mr. Van Sandt made a motion to approve Du-Con invoice No. 9-5, dated September, 2016.  Mr. Hayes seconded the motion and all Trustees voted “Aye”.

APPROVAL OF APPLICATIONS

The water and sewer applications for August, 2016 were reviewed, and included 18 customer transfers. Mr. Hayes made a motion to approve the August, 2016 applications.  Mr. Van Sandt seconded the motion and all the Trustees voted “Aye”.

OTHER

UNFINISHED BUSINESS

Mr. Patrick McLean attended the August 2016 meeting to discuss the very large past due bill on his father’s house at 25 Shore Drive SW, and the Trustees agreed to accept $2,700.00 as payment in full for charges through August 2016. The total amount included $350.00 for the release of seven (7) liens against the property, which have not yet been billed to the account.  Ms. Lankster presented a document for the file, stating that the $350.00 will not be billed to the account, but the lien fees are being waived.  Mr. Van Sandt made a motion to approve waiving the fees for seven (7) liens to be released on the property at 25 Shore Drive SW.  Mr. Hayes seconded the motion and all Trustees voted “Aye”.  Mr. Hayes, Mr. Van Sandt and Mr. Sedlacek signed the document.

There was a discussion at the August meeting regarding the sewer line extension in Lake Heights that was installed for Terry and Marlene Gueldener at 7582 Lake Heights, when their house was built in 2014. Ms. Gueldener recently called the office asking when they would get their half of the money back, since a house will be built on one of the properties along the extension.  Ms. Lankster explained to Ms. Gueldener that the Sanitary District must receive fees from the new customer prior to a refund being issued to them.  Several options were discussed, and it was decided that if three (3) more houses are built, they would each be charged $723.46 to help pay for the line extension.  (This is in addition to the $6,000.00 Sewer connection fee).  After HSSD has collected from the new customer, one half of the $723.46 fee will be reimbursed to Mr. & Mrs. Gueldener, for the first and second customers.  At that point, they will have been reimbursed for one half of their cost, as promised at the time of the installation.

NEW BUSINESS

The 2003 Ford F350 pickup truck was sold on an internet auction site, Purple Wave. It was sold for $5,500.00, which will go towards the amount paid for the 2016 Ford F250.

OPERATIONS

Since Glenn Dalton was not able to attend, there was a discussion regarding the eight homes on St. James Dr. that HSSD provides water and sewer to, that are south of Holiday Dam Road. They have been getting water and sewer service for many years, and the Trustees feel that they are grandfathered in, so we should continue to provide service.  Holishor Association feels that HSSD should stop providing water to them, if they do not start to pay dues to Holishor.  Mr. Hayes made a motion that houses from 7034 St. James through 6858 St. James, are grandfathered in for water and anybody who wants water between those lots, if sub-divided, we will supply water to them.  Mr. Van Sandt seconded the motion, and all Trustees voted “Aye”.

Mr. Hayes made a motion to adjourn the regular meeting. Mr. Van Sandt seconded the motion, and all Trustees voted “Aye”.
