MINUTES OF REGULAR MEETING

OF BOARD OF TRUSTEES

HOLIDAY SHORES SANITARY DISTRICT

Monday December 10, 2018

 

The Board of Trustees of the Holiday Shores Sanitary District met on the above date in regular session pursuant to laws and rules of said Board of Trustees and in accordance with the terms of the notice of regular meeting.

Jeff Sedlacek, Vice President called the meeting to order.  Trustees, Richard Hayes and Brennan Murphy were present.  Also present were Carla Lankster, District Clerk and Ken Dulle of Restoration Resources.  Also present, was Francis Tite of 1353 Biscay.

OPEN FORUM

Mrs. Francis Tite of 1353 Biscay attended the meeting to discuss her high water use for the month of November.  For the third time, she and her son found the outside hose running.  This time the hose was on full blast when they found it.  By the time it was discovered, 93,962 gallons had gone through.  There is indication that someone has been in the yard and on the patio, so they believe that someone turned it on, but she has no idea why someone would do that to her.  Her son is putting up motion detector lights and removed the handle from the faucet.  Rich Hayes made a motion to adjust the bill to a $100.00 charge.  Mr. Murphy seconded the motion and all Trustees voted “Aye”.  Mrs. Tite then asked, “So that is $100.00 off of my total.”  Mr. Hayes clarified that no, that is the total bill.  She was very grateful.

APPROVAL OF MINUTES

The minutes of November 5, 2018 regular meeting were submitted for approval.  Mr. Hayes made a motion to approve the minutes for the November 5, 2018 regular meeting.  Mr. Murphy seconded the motion, and all Trustees voted “Aye”.

FINANCIAL

The Summary of Accounts was reviewed for the month of November, 2018.  The Water Plant loan payment is due 12/2/2018, therefore $77,000.00 was transferred out of reserves in November to make the payment.  No motion necessary.

DISBURSEMENTS

After reviewing the Accounts Payable disbursements for the month of November, 2018, Mr. Hayes made a motion to approve the November 2018 disbursements.  Mr. Murphy seconded the motion and all Trustees voted “Aye”.

The Aptean – USTI e-printing bills were supposed to be approved.  However, the invoices for the October 2018 and the November 2018 bill printing have not yet been received.

Restoration Resources submitted Invoice 641, dated December 8, 2018, for water and wastewater operations management for November 2018.  Mr. Murphy made a motion to approve Restoration Resources Invoice 641, dated 12/8/2018. Mr. Hayes seconded the motion and all Trustees voted “Aye”.

APPROVAL OF APPLICATIONS

The water and sewer applications for November, 2018 were reviewed, and included 10 customer transfers in Holiday Shores.  Mr. Hayes made a motion to approve the November, 2018 applications.  Mr. Murphy seconded the motion and all the Trustees voted “Aye”.

OTHER

A list of the Summer Sewer Credits were presented to the Trustees that were given during the months of October and November.  Normal, annual credits have not previously been presented at the meetings, however the auditors at Scheffel Boyle have suggested that the Trustees see and approve all credits from now on.  Mr. Hayes made a motion to approve the annual summer sewer credits.  Mr. Murphy seconded the motion and all Trustees voted “Aye”.

UNFINISHED BUSINESS

The election of officers effective January 1, 2019 would take place annually at the December meeting.  However, since Mr. Dennis Van Sandt resigned and Mr. Brennan Murphy was appointed as his replacement at the November meeting, the election took place at the November meeting this year.

There was a discussion regarding the new Amendment A to Sewer Ordinance 2006-03.  The ordinance has been published in the Advantage News, however the District is considering sending out a letter along with a copy of the ordinance and the Grinder Pump User Instructions to all customers.  We are wanting to publish the ordinance and the Grinder Pump User Instructions in the Holiday Times, because it is sent to all residents of Holiday Shores.  Mr. Hayes does not think we need to publish a letter with it, and if there are any questions, customers will call the office.  He also said if we publish it in the Holiday Times, we will only send letters to the Paddock Creek customers, because they don’t receive the Holiday Times.

NEW BUSINESS

The 2019 Schedule of Monthly Meetings was presented to the Trustees for approval.  This year the Veteran’s Day Holiday will fall on the second Monday of November for the second year in a row.  Therefore the November meeting will be held on the first Monday of November, which is November 4, 2019.  With that change, Mr. Hayes made a motion to approve the 2019 Schedule of Monthly Meetings.  Mr. Murphy seconded the motion and all Trustees voted “Aye”.

The 2019 Schedule of Employee Holidays was presented to the Trustees for approval.  The Holidays have not changed this year.  Mr. Hayes made a motion to approve the 2019 Schedule of Employee Holidays.  Mr. Murphy seconded the motion and all Trustees voted “Aye”.

OPERATIONS

Mr. Dulle discussed the possibility of switching the company we use to supply the concrete tanks for new construction Grinder Pumps to be installed.  The current tanks are straight up and down and require tar to be applied between the layers to keep ground water out of the tank.  Kienstra Concrete would interlock on each section, so they fit together better.  They would also be easier to set. They would be more expensive adding about $600.00 to the price of a 7-foot unit, but better quality than the current concrete tanks the District uses.  Therefore, the additional cost would have to be passed on to the customer and builder.  Mr. Dulle will talk with Kienstra to get more information about cost and availability.

ADJOURNMENT

Mr. Hayes made a motion to adjourn the regular meeting.  Mr. Murphy seconded the motion, and all Trustees voted “Aye”.
