Meeting Minutes 10-11-2021
MINUTES OF REGULAR MEETING
OF BOARD OF TRUSTEES
HOLIDAY SHORES SANITARY DISTRICT
Monday October 11, 2021
The Board of Trustees of the Holiday Shores Sanitary District met on the above date in regular session pursuant to laws and rules of said Board of Trustees and in accordance with the terms of the notice of regular meeting.
Brennan Murphy, President called the meeting to order. Trustees, Richard Hayes and Jeff Sedlacek were present. Also present was Carla Lankster, District Clerk. Mr. Ken Dulle of Restoration Resources was not able to attend.
OPEN FORUM
Mr. Rob Friederich of 505 Overlook had a very large leak at his fountain, waterfall during the month of September, in the amount of 88,800 gallons. The check valve at the fountain apparently failed and the water was leaking from the hose, under the waterfall, and was undetectable. The hose was shut off and the water meter leak detector stopped moving. As has been standard policy in similar situations, sewer credit and partial water credit would be given, so the amount due would be $333.25. Mr. Murphy made a motion to lower the September bill for 505 Overlook to $333.25. Mr. Sedlacek voted “Aye”, and Mr. Hayes voted “No”. Motion carries 2 “Ayes” to 1 “No”.
Ms. Rene Horn of 1005 Bermuda claimed a sewer backup on her insurance and is requesting reimbursement of her deductible. The backup happened over the weekend and was due to pump/alarm failure, but she did not know who to call, and she contacted a plumber. Therefore, the District did not know until Monday. The Trustees had some discussion, and Mr. Hayes suggested only paying one half of the deductible. Therefore Mr. Hayes made a motion to pay $500.00 of the deductible for 1005 Bermuda. Mr. Murphy seconded the motion, and all Trustees voted “Aye”.
APPROVAL OF MINUTES
The minutes of September 13, 2021 regular meeting were submitted for approval. Mr. Sedlacek made a motion to approve the minutes for the September 13, 2021 regular meeting. Mr. Hayes seconded the motion and all Trustees voted “Aye”.
FINANCIAL
The Summary of Accounts was reviewed for the month-end balances on September 30, 2021. The extra Reserves for Water Capitalization have been used to help pay the water plant loan for several years. There was a discussion to increase the WPDS from $10.00 to $12.00 monthly, because those extra funds will be running very low in the coming years. The Trustees agree, and an ordinance will be written up by the end of the year. No motion necessary.
DISBURSEMENTS
After reviewing the Accounts Payable disbursements for the month of September 2021, Mr. Hayes made a motion to approve the September 2021 disbursements. Mr. Sedlacek seconded the motion and all Trustees voted “Aye”.
Restoration Resources submitted Invoice #678, dated 10/7/2021 for September 2021 Operations Management. Mr. Sedlacek made a motion to approve Restoration Resources Invoice #678, for September 2021 Operations Management. Mr. Hayes seconded the motion and all Trustees voted “Aye”.
Restoration Resources Submitted Invoice #679, dated 10/7/2021 for annual liability insurance premium. Mr. Hayes made a motion to approve Restoration Resources Invoice #679 for annual liability insurance. Mr. Sedlacek seconded the motion and all Trustee voted “Aye”.
Mr. Michael Schaefer submitted an invoice for the repairs to his lawn mower, which was damaged at the Lagoon, while he was cutting the tall grass. This was discussed at the August meeting. Mr. Sedlacek made a motion to approve Invoice #499944, in the amount of $155.59, for repairs to Mr. Schaefer’s lawn mower. Mr. Hayes seconded the motion and all Trustees voted “Aye”.
APPROVAL OF APPLICATIONS
The water and sewer applications for September 2021 were reviewed. Mr. Sedlacek made a motion to approve September 2021 applications. Mr. Hayes seconded the motion and all the Trustees voted “Aye”.
OTHER
UNFINISHED BUSINESS
NEW BUSINESS
The employee health insurance will be renewing on December 1, 2021. The current plan with BlueCross BlueShield has increased almost 20%. However, Babcock and Associates said there is a similar BCBS plan that has the same coverages, but a slightly smaller network of doctors, that would have a smaller premium. Since we do not have a comparison sheet at this time, the Trustees will wait to see more information before making a decision, at the November meeting.
OPERATIONS
Mr. Dulle was not able to attend the meeting, so Ms. Lankster spoke briefly about the SW Electric brown out September 20, 2021. In the three days following the brown out, the District had 17 grinder pump alarms. In most cases, the relays were burned up. The pumps were either replaced or repaired on-site.
ADJOURNMENT OF REGULAR MEETING
Mr. Hayes made a motion to adjourn the regular meeting. Mr. Sedlacek seconded the motion, and all Trustees voted “Aye”.
Respectfully submitted, Carla Lankster, District Clerk
