MINUTES OF REGULAR MEETING

OF BOARD OF TRUSTEES

HOLIDAY SHORES SANITARY DISTRICT

Monday December 13, 2021

The Board of Trustees of the Holiday Shores Sanitary District met on the above date in regular session pursuant to laws and rules of said Board of Trustees and in accordance with the terms of the notice of regular meeting.

Brennan Murphy, President called the meeting to order.  Trustees, Richard Hayes and Jeff Sedlacek were present.  Also present was Carla Lankster, District Clerk.  Mr. Ken Dulle of Restoration Resources was not able to attend, therefore Mr. Joe Urban was present to discuss Operations.

OPEN FORUM

APPROVAL OF MINUTES                                                                                                                                            

The minutes of November 8, 2021 regular meeting were submitted for approval.  Mr. Hayes made a motion to approve the minutes for the November 8, 2021 regular meeting.  Mr. Sedlacek seconded the motion and all Trustees voted “Aye”.

FINANCIAL                                                                                                                                                                   

The Summary of Accounts was reviewed for the month-end balances on November 30, 2021.  No motion necessary.

DISBURSEMENTS

After reviewing the Accounts Payable disbursements for the month of November 2021, Mr. Sedlacek made a motion to approve the November 2021 disbursements.  Mr. Hayes seconded the motion and all Trustees voted “Aye”.

Restoration Resources submitted Invoice #681, dated 12/9/2021 for November 2021 Operations Management.  Mr. Hayes made a motion to approve Restoration Resources Invoice #681, for November 2021 Operations Management.  Mr. Sedlacek seconded the motion and all Trustees voted “Aye”.

There were several previously approved invoices that are over $500.00 and were signed by Mr. Murphy.  These included the Quarterly Cincinnati Insurance for Workers’ Compensation and Commercial/Auto insurance, the Water Plant Loan payment to Carrollton Bank, The Water Tower loan payment to the IEPA Water Bureau and Scheffel Boyle invoice, in the amount of $15,595.00 for the Annual Audit Services.

APPROVAL OF APPLICATIONS                                                                                                                                              

The water and sewer applications for November 2021 were reviewed.  Mr. Sedlacek made a motion to approve November 2021 applications.  Mr. Hayes seconded the motion and all the Trustees voted “Aye”, and signed the list of applications.

NEW BUSINESS

The election of officers was discussed, to be effective 1/1/2022.  The decision was made for Mr. Jeff Sedlacek to be the President, Mr. Richard Hayes will be the Vice President and Mr. Brennan Murphy will be the Treasurer for the upcoming year of 2022.  Mr. Hayes made a motion to approve Mr. Sedlacek, President, Mr. Hayes, Vice President and Mr. Murphy, Treasurer.  Mr. Sedlacek seconded the motion and all Trustees Voted “Aye”.

The 2022 Schedule of the Monthly Meetings was presented for approval.  Mr. Sedlacek made a motion to approve the 2022 Schedule of Monthly Meetings, as presented.  Mr. Hayes seconded the motion, and all Trustees Voted “Aye”.

The 2022 Schedule of Employee Holidays was presented for approval.  Mr. Sedlacek made a motion to approve the 2022 Schedule of Employee Holidays, as presented.  Mr. Hayes seconded the motion and all Trustee Voted “Aye”.

OPERATIONS

The IEPA did an inspection of the Water Plant, to check for any violations.  Mr. Urban stated that the IEPA found everything to be in good condition.  The only comment they made was that the District is due to send out the “Cross Connection Survey” to all Holiday Shores residents.  This is to be sure that any residents that have a sprinkler system or pool with an automatic pumping system, connected to our water system, have the proper back-flow prevention devices in place.  It prevents chemically treated water from backing up into the water system, and the resident is responsible for getting their system inspected and making sure it is working properly.

Mr. Hayes made a motion to adjourn the regular meeting.  Mr. Sedlacek seconded the motion, and all Trustees voted “Aye”.
